It is with great pleasure we welcome the newest Member to our Mutual, Waverley Council, who on the 4th September, endorsed JLT and Statewide Mutual to be Council’s provider of general insurance, claims management and risk management services.
Tenders were called on in July and after a comprehensive review of the three shortlisted tenders, Waverley Council determined JLT and the Statewide Mutual model best met their requirements.
A detailed report from the Evaluation Panel was provided to Council and whilst it was reported the terms offered by JLT and Statewide Mutual were “significantly lower” than both the incumbent and the other tenderers, it was Statewide Mutual’s risk offering that represented the true point of difference between our Scheme and the other offerings.
In the Meeting Minutes published on Tuesday, Council noted:
While the submissions received from Willis Towers Watson and AON Risk Services also outlined the provision of risk management services, they lacked the specific tools, action plans and on-the-ground personnel outlined by the JLT proposal.
The JLT submission included a Regional Risk Manager who is available to assist Council with any risk related projects/issues, membership of the Metropolitan Regional Risk Management Group, access to an online ‘Members Centre’. This Members Centre contains policy details on all insurances held by Council, a suite of Best Practice Manuals and Guidance Notes covering a wide range of Council’s key risk areas, and portals to online tools such as the Contractor Insurance Management System (CIMS) and the Aviation Compliance Risk Management (AVCRM) system for drone use and approvals.
JLT also provides a Continuous Improvement Pathway (CIP) program to assist Council to identify its key risk areas, and then partner with Council to develop and implement 12 month Risk Management Action Plans to address these key areas.
The Tender Evaluation Committee has formed the view, taking into account all information provided, that the submission from JLT represents the best value for money and is recommended for the delivery of these services.
It is heartening to see an evaluation which focused on the holistic service offering recognising the value of an integrated approach to risk and insurance in delivering sustainably positive outcomes for Council, rather than simply seeking short term savings on an insurance policy.
